I had the same problem when I purchased my supra. I replaced valve cover gaskets, valve cover grommets, and torqued them to spec but I still had the mysterious oil in plug valley problem. In my case it turned out to be the No. 3 cylinder head cover gasket. Its that "cover" between the valve covers that is held on by 14mm allen head bolts. I ripped that pos off and bought custom oil drain plug gaskets, (from some sort of diesel engine) and it solved the problem.
