if you are doing a mhg you need to have the block prepped for it also
you have pretty much the right plan arp head studs = 82ft lbs arp head bolts = 72ft lbs new stock bolts = 72ft lbs head machined to a fine polish/RA what are you planning to do with the car if you're not planning more than 15psi & 300whp then a stock head gasket and arps will be fine and you will get away with having to have a perfect block finish
