And they're both different than "building" an engine or "building up" an engine. Where I live those are the terms you're going to hear for what you're talking about. A "rebuild" is just a tear down and complete restoration to stock specs. Repair is just fixing a HG or replacing the timing belt. "Building" an engine is to work from the base components toward any number of possible ends... typically for performance gains.
