Nope. It's simply to provide additional fuel for a cold start, only time (to the best of my knowledge) it functions. I'd pick up a replacement from a junked car somewhere.

Are you speaking of the trim on the hatch glass? If so, the bottom piece is held on by a few bolts and nuts which can be accessed under the interior panel piece along the bottom-inside of the hatch....

I'd have the system pressure tested to see if you've got a coolant leak in a hose...

IIRC, the only difference between the two styles is that the 89+ trim requires you to get the 89+ tails and center panel for the rear corner pieces of trim to fit properly.
