Okay, minor update.
After consulting TSRM and Haynes more closely... The coil is fine. .6 ohms is within acceptable range. I'm working my way down the Haynes list and my high-tension cord has failed. 28.3k ohms, over the 25k, so perhaps that is why I am not getting any spark. I'll keep y'all posted.
