If his existing fan is working then adding another isn't going to fix anything.
The fan clutch should get harder to spin the warmer it is (with the engine off). If it's as easy to spin when cold as it is when the engine is hot then it's bad. You can find it on YouTube. It's safe enough unless you're an idiot or happen to get startled and throw your hand into a moving belt...
