1987 Toyota Supra 7M-GE engine whine

Well the car is soo hard to keep a constant idle because the Rpms jump erratically even if you have your foot in a solid position on the gas. I have tried the carb cleaner and it seemed to do nothing :/

Just finished tearing down the entire intake side again, checking all gaskets and vacuum lines, everything seems to be in order...put it back together and it continued to do this

The idle air control vavle was just replaced 3 days ago.

I know it's got to just be something stupid and easy and I will not give up until I have found the problem :/ thank you for the input though, hopefully I get some more responses with other opinions
