The oil pump seal is probably leaking. Not hard to change when t-belt is off.

It got hard to turn because your fluid was going out of the pump. Check the 2 ends of your steering rack. You may have blown a seal out one end. Like I did 4 years ago.

Find the wire to the starter that is NOT the big one. Put a test light on it, and have someone try to start the car. If the light comes on, then your are getting power to the starter, so it is bad....
