For the high RPM try disconnecting the linkage to the throttle body and see how it idles, if it goes down to between 750-800 then you will need to loosen the jamnut on the linkage and turn it out...

Thats the dashpot vsv, the filter keeps dirt from getting inside and contaminating the diaphram. Just the filter goes on the end of it.

It sounds like the nut broke from its mounting and is spinning freely. iirc its mounted in the tubular frame of the car. Only solution is to get access to the nut to hold it with something.

If you had a 5 speed swap then the check connecter on the supras with the A/T will be larger. Check the pic here and see if this matches yours and if so...

Yes the radio shack wire will work fine and get some regular wire to connect to the shield to extend the ground, the ground point at the back of the intake plenum will probably be fine.

Did you remove the EFI fuse for at least 30 seconds?
It is possible the CPS isn't picking up the signal correctly but try resetting the ECU first.

If there is oil inside the CPS then it can coat the parts and mask some of the signals so yes oil inside is not good. You can clean it out with contact cleaner fire it up and see if it gets any...

If the plastic top is cracked then find a shop that can replace it. Trying to patch it is a waste of time.
