First off, is the check engine light on? Do you have any codes? Then we'll take it from there.

Boost leak.

Are you running a stock BOV or one that dumps to atmosphere?

If your normal idle is OK then its probably your Dashpot incorrectly set or running too rich.

my normal warmed-up idle is about 6-700 rpm. and what exactly is a dashpot?

Check it here and go to page EC-8
http://www.turboninjas.com/mk3supra/...ndiv/06_EC.pdf
When you decelerate, its supposed to partially open the throttle more than at idle to get a complete burn. If for example it isn't working at all you could a too rich situation that might bog it down. Just set it to factory specs and see how it goes.
