Default Buying a supra I NEED HELP!!!!!!!

Hi, Im new to supra's but not performance. The 91 MKIII Im buying for 4k has a 1jzgte with a T70 turbo(according to the owner) full 3.5 inch exhaust intercooler and so on. He says it won't run because the ecu has been removed... duh right. But he said that it was removed cause it was fried or something like that. He also said that he can put a stock ecu but he has to put resistors in it. which Ive never heard of before. Is this a common procedure with 1jzgte ecu's? Or Should I invest in a Full ems system? For the time being, I don't need this to be an 800hp monster, just need a reliable decently fast car. Thanks in advance for the replies.

PS I said a t70 according to owner because it was dark outside and I couldn't verify. But the car has the APEXi World Sport exhaust, 2j wheels, 2j brakes, cross drilled rotors, big intercooler, big turbo, custom piping. So I think its a good deal for $4k..... would you agree?
