I've had this problem with other cars. The latch itself is sticking, and includes the spring that 'pops' up the hood. Spray it down with a good penetrating lube, like WD-40 or Liquid wrench. Use a screwdriver to work the latch open and closed, and someone inside the car working the hood latch. Once it is freed up, spray it down with some spray-on lithium grease. That should fix it.
