Offset is all about the position of the hub mating surface relative to the center line of the wheel...so no, a positive offset does not necessarily mean they'll stick out.

well they fit on the car fine, but they do stick out a little bit in the rear and a tad bit on the front. I don't know if thats bad or not, they rub a little bit on the arches but won't the coil overs allow me to correct that? Those are installed tomorrow. Here is a picture of the old & new,
