Make sure the parking brake is off. It is actually a 'shoe' inside the rotor.
See BR-39 in the TSRM.

Oh wow. That explains a ton. I wasn’t sure about the parking brake but now it all makes sense. I also had a real hard time just getting the rim off. It was rusted to the face of the rotor. Thanks for the info guys!
