definately a short somewhere, which can be a real pain to find. I would recommend pulling some access panels, maybe even the gauge cluster...then wait till its dark out (or do this in a garage where you can get it dark enough) and then try turning on the CC and/or other things while looking for a faint spark. you can wiggle some wires back there too to try to duplicate the problem or even possibly alleviate it.
The only thing that has me concerned is that if you have a short and its not blowing a fuse...then the wire thats shorted is a direct connection (meaning pre fuse block) and that can be a little scary...if you've ever seen a wire fire in a car....trust me you dont want that to happen!
