^It eliminates the factory speed limiter (governer). I don't think any USDM MkIII Supra's have one from the factory as I've seen both N/A and Turbo cars do 150 MPH w/o difficulty. However in other countries and on other models perhaps there is a Speed limiter programmed into the ECU. For example the 1JZGTE that I am currently installing into my '87 has a factory speed cut at around 120 MPH. A speed cut controller intercepts the signal to to the ECU and tells it you are traveling slower than you actually are so you bypass the speed cut limit.
