Have you checked for codes? you'll know if the TPS is out of calibration then.
Clicking/buzzing relays can be either bad relay or loose/dirty connections, maybe you could pull it out & check that it's terminals are clean and the ones it pushes into are tight first... Do the headlights still stay on with the switch on the steering column unplugged? And if so, what about with the fuse taken out?
