i would say try a breaker bar to turn the motor over. if you did that and couldnt get it to turn over, prolly siezed :/
dragging with the car in gear doesnt always work. you can always hotwire the starter to turn things over. the green plug im trying to remember what it goes too. could you post a pic of it?
