Default Washer Spacers underneath valve lifters

Ok so I have 14 washer spacer looking things underneath the valve lifters. When I flipped the head over the lifters fell off so now I have to redo the clearances and make sure they're within spec, but what throws me off is that some of the lifters didn't have the spacer thing while some did. Am I missing any? Or are these meant to just provide extra spacing for some of the lifters? I haven't done any measurements yet until I can get a definite answer.

If I had 12 of these I could understand that they'd be on the intake side to raise the clearance, but because I have 14 that confuses me. I don't believe I'm missing any.

Anyone with an idea would be greatly appreciated because I see no mention in the TSRM and Haynes manual.
