It's called compressor surge... look it up. It's not going to hurt anything it it's only doing it at low boost levels and the turbo's in good shape... on an older or otherwise hurting turbo the spring should be changed or the adjustment screw on the back should be adjusted... if it has one.
Search "fluttering BOV" or "flutter type BOV" or "BOV flutters" and you'll get thousands of hits from forums, blogs, online magazines all talking about proper BOV tuning, what the sound is, what it indicates and it's affect on the turbo. Simply though, it happens because the BOV isn't opening until close to your boost level, so it keeps opening and then slapping shut causing oscillations in the system.... in other words, it's not doing it's job and venting the pressure quickly. It's argued to be worse than running without a BOV but I'm on the wall about that.
