Open your fuel door and remove your fuel cap. Put the jumper wire in at the diagnostic box. Listen for the pump making noise at the open fuel door. If you don't hear it, then start checking the fuel pump relay (I believe that is still used with the jumper wire). If you hear the fuel pump, then you may have a clogged line/fitler.
