If a relay is bad, it can cause the electrical flow to stop there. So yes, if your fuel pump relay is bad it can cause the pump to not run. I'm not sure about the EFI relay, I've never had to mess with it so I don't really have any knowledge regarding it. Follow the link I posted in the previous post, that should point you toward what you need to test, how to test it, and what order to test it in.
