This statement can be somewhat misleading, so I thought I'd point out for anyone reading this in the future that the rad cap does not restrict the flow of coolant in the radiator. It's purpose is to allow a controlled pressure in the cooling system so that it can raise the boiling point of the coolant (so it stays a liquid). Once it reaches the specified pressure, it's supposed to open slightly and allow some coolant to flow into the reservoir to maintain that pressure. After the coolant begins to cool, the pressure will drop creating a vacuum in the cooling system. This will draw the coolant from the overflow tank back into the cooling system (as long as there are no leaks in your cooling system).
