1989+ Tail Lights

I have kind of a dumb question. I have seen the 1989-1992 MKIII's, but I have never owned one. After the the change in the tail light design in 1989, it looked as though there were three tail light pieces: the two tail lights themselves, and the red "connector" piece in the middle. Does the center piece contain bulbs, or is it just a red piece of plastic with no illumination?

It contains nothing, just connects the tails

The neat aspect of the middle piece is that it reflects light, which helps with the looks of the car at night =)
