Can you lift the pedal up by hand at all? If you can move it a fair way then you probably have too much slack it the throttle cable, this is fairly simple to fix. Just unhook the clip where the cable outer secures to the stop under the bonnet, remove the slack (leaving a couple of mm to ensure the throttle can still close fully) and reinsert the clip into the appropriate groove.

If you can't fix it by adjusting then most likely the cable is damaged or wrong for your car & should be replaced.
