Default No fuel!!

I have a 90 supra that ive started a 1jz swap on and im almost finished but for some reason im only getting .42V at the fuel pump. Ive checked several key components like the efi fuse, no.1 main relay, no.2 main relay, the circuit opening relay, and the fuel pump solenoid resistor and all have checked out fine. can anybody steer me in the right direction to actually getting my 1jz running?
