Weird noise, sounds like a fan

Not sure about a fan noise over there, at least not one that only works when you're in motion. The motor for the automatic antenna makes that sound, especially if it's messed up.

The small lens in the dash vent you're seeing is the solar sensor, part of the climate control system.
