So its still rather good lol.
I just graduated from Wyotech (Its a tech school, went in for Coll/ref and street rod, which is supposed to be a customs class but its alot of welding. Side note, I can weld like a mofo.)

If your still wondering about that, do you mean that the bottom of the support has rust or do you mean under the radiator has rust. If it's the bottom, then it prolly just got scraped by something. ...

Well, first off, unless the previous owner was obsessive about keeping the car in good condition, rust IS going to happen. I'm not sure about the humidity where you live, so its hard to say anything...

Take everything off.
The problem is more likely that you fitted your front fenders to match your doors, and if the doors are wrong, then the fenders are wrong, and, then the hood will never fit right. I'd suggest...
