Mod parts for the engine must be CARB (Cal. Air Resource Board) approved. Depends on the smog tech if he looks, or cares.
Actually, headlights (bulbs) and all light bulbs must be DOT (Dept. Of Transportaion) approved for the highway. ie: Those 'Blue' headlight bulbs have NOT been approved yet to replace the factory spec bulbs. So a bored cop can ticket you.
