Default Wastegate/Boost Solenoid- Will any solenoid do?

My brother-in-Law works for a boiler company and he and I want to know whether we can pick an off-the-shelf solenoid designed for boilers to replace the stock solenoid.

I have been doing some homework and have found out that the solenoids powered by ecu or turbo control management adjust it through frequency (Hertz). Is there any other way of adjusting the actuator?

Another question I have, is there anything wrong with using the stock solenoid. What about the actuator, is the only reason for upgrading to a $200 blow off valve to try and compensate for what they don't have in their pants?
