Hmm, I think I may know what happened.
When they took it out, they used a hammer and that may have dented the insde end or widened it? Why not try to file the edges to make the tip more tapered. If you have power tools you could do that in a couple of minutes. Or drag the inner end against the concrete to sort of make the outside diameter smaller at the tip, then you could just press it in after you get it inserted in the hole.
