headlights up and on is what your experiencing all the time until you unplug your battery? when you toggle the switch all the way down. your headlights continue to stay on? hmm wish I knew a troubleshoot method to rule out relay and verify switch.
and none of your running lights come on at all. I would say relay! just guessing tho. but defiantly cheaper then the headlight switch i can't determine if its a switch issue or relay. Ill dig more but hopefully someone will chime in and set us straight. in the meantime ill search for it. here's a relay test http://www.2carpros.com/how_to/how_d...ck_a_relay.htm
