First get a young priest and an old priest!
your fog lights run their own wire. its connected to the headlights but just for power. ( I extremely simplified that) your headlights don't turn off with the engine even if they were working correctly, you have to manually toggle them on and off. your interior lights are not connected to your headlights at all. I would first say something about headlight relay or headlight switch. let me dig into this a tad and ill re-eddit with my findings. you mentioned that your dash lights do not come on.
