The low coolant light is for the overflow tank. When you say you've topped off your radiator, are you making sure the level in the overflow tank is ok as well?
In regards to overheating, check your fan and fan clutch. If the fan clutch is weak or shot the fan won't pull like it's supposed to. That can be an issue in stop-&-go traffic, low speed w/ the a/c on, etc. rather than it is when running at speed. Your radiator could be gummed up. You can run some flush through the system, or pull it and have a shop do a good cleaning on it if you've got some doubts about it and don't want to fool with trying to clean it yourself.
