unless any one can say yes this or that part causes exactly your prob then ;all you can do is eliminate poss causes ie switch off fans ,unplug circuits untill fuse does not blow when fitted .
Be sure not to up your fuse ratings.Not with the chance of a short .
Post your model +type + ill see if a wiring diag can pick up any help.
ps find all systems down with fuse out .Even unlikely ones.
