Supra VA Emissions

Im trying to get in the Supra game, I currently have my eye on a 95 Singled T-70 with fairly light modifications. He currently has a full Apexi N1 exhaust its a straight shot from the down pipe ( no cat/ no mid pipe ). The car is also running an AEM Stand Alone V2, now my question...the car is OBD1 I will need to pass emission's in virginia

, I need some advice on whether I would be able to slap a high flo cat on and possibly tune the vehicle as close to the stock settings as I can in order to pass the Sniff test.
