Default What are these???

I've been wondering for ages now, what are these two little rubber buttons next to the ignition. I press and press and press but nothing ever happens..

I believe its for your headlight washers? Not sure as I've never owned a car with headlight washers and I've never had that switch.

Those are definately not for the headlight washers. That is one button with a highbeam picture and a spray symbol.

Those buttons were not there from the factory.

Are there actually switches behind those? Perhaps they're just DIY bump stops so when the telescoping column is pushed in it doesn't make any noise? The only other possibility I could think of is that those came with some dual stage fog/driving lights that used to be on the car.
