You said you rebuilt the engine? Make sure distributor is in correctly... I overlooked that when I put my JDM engine in... Turns out I had it 180 out. Engine cranked, but would not fire. I could get it to backfire a little on starter spray, so I knew I was getting spark. What you could do to see if you're getting spark is take the rubber part of the intake off at the Y pipe and spray a little starter spray in there (you can get it at an auto parts store) while a friend is turning the key (cranking the engine). If you get little sputters, then you've got spark. Check distributor. Don't know about the fuel relays though...
