I think emission laws really depend on what state you live in. But I think universally removing ANY catalytic converter is technically against the law. Replacing them with a high flow is not. Find out if your emissions testing place even checks for that stuff. In my state, at least my town, they didn't even check the exhaust system, they just put the hose in the tailpipe, and plugged into my lighter socket and had me run it to 25mph for a few seconds to get a reading.
One thing I noticed you didn't have listed (or I didn't see) was an aftermarket exhaust header. I don't know if it's needed or not, but you might check into it. Couldn't find one on suprasport other than the N/A ones, but I'm pretty sure they make em.

yeah hes righ...wen i smogged mines they just plugs and ran..buh then again the people just didnt care at all..it was just another 40 dollar smog job to them..buh ive had friends do ur 2.5 inch pipe without switching headers with no problem
