Default Is this 7mgte okay?

Got a JDM 7M-GTE for a conversion from NA on 89 supra. Water drain plug on block was removed to show rusty debris blocking the hole, and a little bit of black oily water behind this. Before I dig in and rebuild the engine, which was my plan, should I be alarmed by this?

I also note metal tubes bolted to the lower right side of engine block and running from behind the engine, where they were cut, to rubber tubing in front, which was cut. I don't see the same tubes on by NA engine and I can'tfind a good picture. Does someone know what they are?

Any tips on what to do with missing intercooler - used stock, worth upgrading ornot, etc also appreciated. I'm looking for modest performance with NA head on the turbo engine, and basic single turbo performance.

Any tips on budget options for ECU also appreciated - need new one for sure? Or is it really worth upgrading, even if not needed? If so, what can I get for a few hundered bucks max?

Cooler lines for an Automatic Tranny???

if i were you i would try to find an aftermarket intercooler. stock supra intercoolers are pretty poorly designed. they have a 3psi drop
