Get a test light and check your wires while your headlights are on. It'll tell you if you're getting current back there. If you're not keep going up the wire till you find where the issue is.

Hmmm... If you're getting current on the wire back there, you should be getting light. Make sure the plug isn't corroded in any way, and make sure it's getting connections where it's supposed to. I've had some where the back spring wasn't connecting properly, and some where the corroded plug caused a bad ground. Check to see how it's grounded too. If it's a ground wire trace it back and make sure it's grounded properly. If you can have someone press on the brakes, so you can see which wire is the hot brake wire.

The problem is likely under the hood. Mine just did almost the same thing except mine had taillights but not brake lights. I looked all over and could not find anything wrong. The mechanic found a loose wire that had broken its solder connection. They found it in a hard to check place under the master cylinder.

Mine was in a wire that led from the master cylinder. Just keep checking wires, since yours is not in the brake light system it may not be down under like mine was.
