Not enough coolant flow thru the core. What thermostat are you running?? I use a 180* in the summer, and a 195* in the winter.
That 15* makes a lot of difference in the heater operation, but not in the overall engine temp, as it never get close to 1/2 on the gage. That is because I'm using the heater, which cools the engine too.

stock thermostat is 195*. But that is also for emmision control. My VSV was bad, so I just hook the vacuum hose directly to the water valve in the winter, and remove (and plug with golf tee) in summer.
Hook the vacuum hose direct and see if heat improves. 180* thermo seems to be ideal.
