CSI will only work when the coolant temperature is below 60*, and 56* comes to mind. Also, the "temp / time switch" will heat up and shut off the CSI after a few seconds of cranking to avoid flooding the engine with fuel.
Sounds more like a fuel pressure hold problem. The fuel pump comes on during the starter crank mode, so if the system does not hold residual pressure, it will take a few extra cranking seconds to fully fill the lines and build up enough pressure to give a decent spray pattern.
