Default Power steering

Hi,my power steering was bad waining and leaking on the rack till the day there was no more power steering.I remove pump and the rack and rebuild,no more leek and both wheels was in the air to make all the bubbles out before start it and install new lines but again nothing like there is no power steering at all.I have a billet crank shaft pulley and its a bit smaller then oem if that have something to do with it.So what u thinkto do-check?
