If your jumpering the diagnostic block as described with the key in the ON position just before cranking then you should have a constantly blinking in engine trouble light indicating no codes or it will blink in the codes that are stored. This is assuming that the engine trouble light is not burned out which is very uncommon. Have you had the dash gauge cluster out? To clear codes remove the EFI fuse in the engine Bay fuse box for 30 seconds. My suggestion would be to put the key in the ON position before cranking and make sure you're getting the proper contact in the engine diagnostic block. You could get someone to sit and the seat while you're attempting the contact in the diagnostic block.
