Have you tried CRE's suggestion of wiring in a rheostat to test the gauge? You can also check the wiring from the sending unit to the gauge using an ohmmeter and checking resistance. Infinite means there's a break somewhere, high resistance could indicate a poor connection, and little to none would mean your wiring is intact and the fault likely lies in the gauge or a defective sending unit.
