No, it's not a Toyota thing... It's a 20+ year old car thing.
 Yes, the seal is most definitely on it's way out. A blocked PCV system may contribute but the amount of pressure that would be required to blow the seal would present far more severe symptoms elsewhere. The leak increasing in volume when cold is typical.
