check engine light codes 31 and 24, car wont rev and floods! help! with video.

I only have a couple of suggestions. as for code 24.. I don't know man.
but im experiencing the AFM code also. what I did was go out and get one from a junk yard off of a lexus ls 400. the electronics are interchangeable.
that solved my problem but it recently came back.. so I went back and bought the clip and wires for it too. Just got it today and haven't put it on yet. So besides that suggestion I would also consider instead of replacing the afm and wires to test it and see exactly which pin is causing the problem. then replace as necessary

I just got it sat in a garage for 15 years.

I went and looked in every junk yard for one and couldn't find one. I tore apart the harness and looked for bad wires and didn't find jack.
I added a new ground from head to the body just incase, i reset the battery and started it a few times to get it to idel, I noticed that it won't rev up at all until the engine light comes on. After the light comes on it does what is in the first vid. I'm posting a second one of what it does till the light kicks on.
