Carefully take apart the passenger side switch and check for corrosion between the contacts. If there is any, clean it off with electronics cleaner and sand the contact areas with very fine sand paper (+220). I've seen them so corroded that there were no contacts left after cleaning them, especially on targa models. Same exact symptoms.
