I have an NA with one fan as well. My fan only turns on with the AC, or so I've noticed. I dont think it will come on without the AC on.

According to my research it is also for the engine when it reaches a temp of around 212 degrees. It would be used regardless of the AC but certainly the AC being on would increase temps so the fan would be activated.
